Context
The Métropole Européenne de Lille (MEL) has developed a Master Plan for Transport Infrastructure (SDIT), outlining its roadmap for major collective transport infrastructure projects by 2035. Approved in 2019, this plan includes new tram lines and Bus Rapid Transit (BHNS) lines, totaling approximately 75 km. These projects are part of the "Extramobile" initiative, which aims to transform urban mobility, social, and environmental landscapes, with a significant investment to enhance accessibility and air quality.
Several new tram and BHNS lines are currently under study, aiming for commissioning between 2030 and 2035. These projects will reshape the territory, improve mobility, and impact the existing infrastructure, particularly the sanitation networks, which will require rerouting and rehabilitation works.
To support this strategic program, MEL's Water and Sanitation Department is strengthening its team to manage and implement these large-scale projects with a budget exceeding 75 million euros over the next decade.
Responsibilities
Within the Operations and Major Works Department of Water and Sanitation, under the supervision of the Operational Conduction Unit Manager, the engineer will oversee and organize the sanitation rerouting and rehabilitation projects impacted by the Extramobile project. This includes conducting analyses, preparing programmatic, regulatory, administrative, technical, and financial plans, and ensuring project execution and monitoring.
Main tasks include:
1. Managing rerouting or rehabilitation of sanitation structures, especially collectors and associated connections;
2. Preparing public procurement contracts for services and/or works related to these projects;
3. Overseeing technical and budgetary execution of contracts, including validation, progress payments, and contractual follow-up;
4. Representing the sanitation project management in coordination meetings;
5. Reporting on project progress and making strategic decisions through progress and arbitration notes;
6. Participating and leading presentations at technical and steering committees, and providing updates to hierarchy and elected officials.
Candidate Profile
MEL seeks an engineer (F/H) to lead the sanitation construction program supporting the new transportation lines of Extramobile.
* Engineering degree or equivalent, or significant experience in managing sanitation infrastructure projects;
* Proven skills in managing complex projects;
* Knowledge of public administrative processes (deliberative procedures, agreements), public procurement, and regulatory procedures;
* Excellent written and verbal communication skills, team-oriented, attentive, diplomatic.
