With a budget of 1.9 billion euros and nearly 4600 staff members, the Région Bourgogne-Franche-Comté is active across the territory. It works on various initiatives from training job seekers to energy transition, economic development, transportation, education, agriculture, youth, European funds, sports, and tourism.
The Human Resources department is a support division comprising 90 staff members across two sites (Besançon and Dijon).
The payroll and management service handles administrative management of permanent and contractual staff, as well as the remuneration of agents at the headquarters and high schools, in accordance with the collective salary policy and legislative/regulatory requirements.
The recruited agent will be responsible for:
* Managing administrative tasks and payroll for the headquarters' staff
* Processing payroll mandates
Post description:
* Perform salary simulations for recruitment procedures
* Receive and verify completeness of new hire files; follow up if incomplete
* Enter new hire data into Astre software
* Manage career progression for transferred or seconded agents
* Handle appointment classifications
* Maintain personnel files (paper and digital)
* Prepare individual acts (appointments, promotions, transfers, part-time, sick leave, indemnity schemes, NBI, etc.)
* Transmit and notify individual and collective acts, ensuring legal compliance
* Monitor sick leave rights, process related certificates and adjustments
* Handle activity cumulatives requests
* Follow up on internship reports, send reports, ensure timely return; draft decision notes if non-tenure occurs
* Manage death benefit files and insurance reimbursements
* Fill out service records for exams and competitions registration
* Create and update dashboards for tracking
* Gather information for salary calculations and process remunerations
* Identify and report payroll calculation errors in Astre
* Ensure payroll controls and social declarations
* Process payroll mandates and prepare control of charges
* Declare to social organizations and handle tax withholdings (PASRAU, DSN)
Additional responsibilities include:
* Providing physical and phone reception for agents and partners
* Advising agents on administrative, career, and payroll matters outside of career and discipline scope
* Alerting on complex cases
* Handling incoming mail and preparing responses
* Participating in meetings related to employment commissions and redeployments
* Disseminating transversal information
* Supporting cross-departmental projects and document management
