The role reports directly into the Country Construction Manager, and works closely, in France and Europe, with the Project Managers, the store facility manager, and Procurement Manager.PURPOSE OF THE JOB.The purpose of the job is to take a leading role in the Country Construction team in order to ensure that the New Store and RER projects, FM services are executed in an orderly, timely and efficient manner, ensuring an optimal mix of quality (technical) and low cost (capex). For this the Real Estate construction Process and Cost Manager is leading a continuous program of cost and process improvement for both construction and store facility management. Within this context he/she manages suppliers to optimize quality and contract terms, particularly cost. Works closely with the project managers, the store facility manager and the Procurement Manager to achieve process efficiency on project execution and store facility management, and implement improvements.AREA OF RESPONSABILITY.1. Operational Management• Leads the creation of country capex budget, looks after project capex tracking and updates capex forecast.• Leads the creation of country opex budget, that is curative, preventive and capex maintenance as well as updates. Tracks and updates opex forecast• Ensures that the PM’s maintain up to date project capex data / project forecasts in Planon and creates country capex reports for the Construction Manager.• Tracks actual cost reporting according to agreed coding structure in SAP and evaluates consolidation between forecast data in Planon and actual data in SAP.• Ensures all costs deviation on capex and opex is explained and reported to the CM and the store facility manager• Guarantees process compliance with tools in-use by the construction team (cost calculation, demarcation of responsibilities between lessor and tenant, Planon, SAP but not limited to these)• Leads the continuous cost reduction program (capex & opex), in close relationship with procurement and the construction teams, to integrate improvements in daily project practice.• Prepares all necessary data and documents to come to agreement with IHQ procurement and IHQ Real Estate on construction issues and contracts that need IHQ alignment.• Takes a lead in organising local country tenders, including the development of standard tender documents and the operational organisation of the tender in close cooperation with procurement, the store facility team and the construction manager.• Takes a lead in monitoring the suppliers performance and taking necessary actions to improve cost and quality in close relation with procurement and IHQ• Key contributor to the country sourcing strategy and the maintenance of supplier relationships.• Keeping an up to date project administration for the construction team.• (optional) As part of the onboarding executes a number of projects in the role of project manager in order to have a good understanding of the construction activities2. Optimizing• The Construction process and cost manager is leading the cost reduction initiatives (both local and from IHQ), which includes the continuous analysis to find improvement in supplier contracts, construction processes and design solutions.• Cost reduction initiatives follow the steps of identification of solutions, analysis of business case and implementation of solutions.• Cost reduction initiatives will require close cooperation with procurement (contracts), store design (design solutions), construction and project managers (processes), and the store facility management team• Continually monitors and reports on cost, quality and process taking action where necessary to push continual improvement• Continually monitors and reports on maintenance costs, breakdown ratio and other KPIs, taking action where necessary to push continual improvement• Facilitates a continuous improvement mindset throughout the Country Construction team• Continuously optimises the relevant country Construction processes and ways of working in order to be as efficient and lean as possible, particularly in relation to capex and opex optimisation• Works together with the Store Design Team to imbed all improvements in the Action Concept Book.• Challenges suppliers on price, quality and processes.• Is responsible to maintain the country capex reduction tracker.• Owns reporting on the improvement plans and ensures capex reduction achievements are integrated in the country capex reporting.• Owns reporting on the improvement plans and ensures opex reduction achievements are integrated in the country opex reporting.3.
