PURPOSE OF THE JOB
1. Manage the Tender Quality Costs Delivery Performance (QCDP) commitment for High or Medium critical bids, from appointment as Bid Manager up to Tender Transfer Meeting (TTM).
2. Deliver a winning proposal, with a defined scope, accurate QCDP commitments, in a timely manner and within the defined tender budget.
3. Support the Project Manager in the preparation of the First Financial Project Review and the closure of any open actions assigned to bid management, following the TTM and the first project execution gate.
4. Support the Tender Leader in the preparation of the Win & Loss analysis.

MAIN RESPONSABILITIES
7. Pre-tendering (when relevant):
8. Co-ordinate internal activities to identify and understand Customer's needs
9. Promote the Company and its product
10. Co-ordinate internal activities to influence Customer Specification
11. Ensure compliance with applicable Alstom rules & instructions
12. Manage Tender Process, Code of Ethics & Compliance, EHS, Railway Safety, Quality, etc.
13. Work in close relationship with Tender Leader and the full tender team including Sub-System bid managers
14. Determine the complexity of the tender based on reliable information using criticality matrix
15. Build in liaison with the Tender Leader the schedule to prepare the offer
16. Prepare & Issue the Instructions for Quotation
17. Support Tender Leader in defining bid commercial strategy
18. Support Tender Leader with Partners ( negotiation, T&Cs, preparation of joint offer)
19. Support Tender Leader to perform the various tender reviews and consolidation of inputs from Support functions
20. Support or act in lieu of Tender Leader for Customer interaction during tender phase (Q&A collection, administrative documentation etc)
21. Manage the budget according to Tender Costs Authorization Process
22. Manage the tender team
23. Define the bid operational strategy
24. Propose the offered solution
25. Manage QCD optimization (in liaise with Bid Costing Manager if any) and obtain clear commitments from different actors
26. Prepare risks & opportunities reviews
27. Prepare the documentation necessary to submit to Customer
28. Keep records of all documentation produced during tender preparation and ensure traceability of documentation versions up to contract signature
29. Participate to the contract negotiations
30. Attend Customer negotiation meetings
31. Verify feasibility of evolutions requested versus the offered and approved reference
32. Update QCD data and obtain revised QCD commitments from different units, validate QCD commitment for each release of the tender
33. Ensure that all Customer questions have been answered, in line with commercial strategy
34. Review of the final contract documents before contract signature
35. Contribute to Return of Experience through the Win-Loss Analysis in liaison with Tender Leader and Market Pricing & Strategy
36. Support the Project Manager in the preparation of the first financial project review, with the objective to ensure a smooth transfer from bid to Project.
MAIN REQUIRED COMPETENCES
Educational Requirements
Master’s degree or bachelor degree
Experience
7/15 years of experiences on Project/Bid Management background (costing, planning & risk management)
Competencies & Skills
37. Good knowledge of financial (rules to build consolidated costs, cash curve, hedging, …), contractual (bonds & guarantees, …) and legal (obligations, penalties, …) aspects to be able to interface with internal relevant parties, and assess impacts on costing
38. Good capability to manage efficient team working to produce the tender deliverables within a limited time period and under stressful conditions
39. Good Communications skills and reporting capabilities
40. A good sense of anticipation
41. Negotiation skills; Customer oriented
